YES. The basic quality of MERLIN is joining a whole craft organization as one data processing system. Thanks to this fact, the Craft Chamber obtains information about the apprentices and their education, and Guilds get the information about applications, journeyman exams and their results. In a limited configuration, MERLIN may be also a tool for the Guilds’ purposes only.
Purchasing the permanent licence of MERLIN together with its complete implementation means incurring substantial expenses. The Craft Chamber should consider the investment well and e.g. think about cofinancing the project from the EU funds. Moreover, one should also make some organizational preparations, invite Guilds’ representatives, and plan the application implementation process.
These processes may be long lasting, that is why we prepared an offer of autonomous periodical purchase of licences by the Guild, which already today would like to make records of its craftsmen, apprentices, and be able to make out agreements and manage other files in MERLIN.
Using the system is possible only in case when the Guild has a computer with Internet access at its office. For the autonomous purchase of the licence by the Guilds, we prepared 27 independent databases. By default one for each organization. The Guild interested in a offer will be activated in a base attributed to the Chamber it is associated with. Thus, a Guild from Poznań associated with the Great Poland Craft Chamber will be attributed to the „WIRP” base, other Guild from this Chamber will also be activated in the same base. The Guild from Pomorze will be activated in a base attributed to a Pomorze Craft Chamber, etc.
Working on a joint Guilds’ base associated with one organization doesn’t mean an opportunity to work with data from the neighbouring Guild. Everyone can see only one’s own records and works with the data recorded into the system by users of one’s own Guild. System may only suggest existing joint files. For example, in case when an apprentice signs simultaneously agreements in two Guilds, choosing eventually a craftsman depending on the results of recruitment to vocational schools.. What is more important, also the Craft Chamber does not have an access to data. If the Chamber purchases the licence to its own needs, an access to the base and data recorded into the system by the Guild will be possible only in case of written permit of the Guild sent to the application’s producer. If it doesn’t obtain the permit, all data will still be seen only to the Guild which purchases the service.
All the data always belong to the Guild, which purchased the service and recorded the data. Nobody except users allowed in the licence does have an access to the information processed. This rule is valid until the date of purchasing permanent licences by the Craft Chamber. If the Guild joins the project and makes its own data available also to the Craft Chamber, the ownership of data is regulated by the agreement between the MERLIN producer - NetCRM company and the Craft Chamber.
Of course yes! Building this system we were following also the safety policy proposed by the Data Protection Act and recommendations of the Inspectorate General for the Protection of Personal Data (GIODO). We adopted the highest possible level assumed in the Act – „level high”. According to the GIODO procedures, even the system user is unable to export data to external applications. Thus, the data is protected beginning from the server securities, data transmission, up to the authorization and control system of all the information.
The price of using the program depends on the number of users and the period for which the service is purchased. For a single user, the activation price for 90 days is 15 EURO. Every additional 30-day long period costs 5 EURO. The price includes only the purchase of the licence in a given period. The service concerning keeping the application on producer’s servers and administering the application, its protection and maintenance is free. These rules are valid to the moment of purchasing the permanent licences by the Craft Chamber. In this case, abovementioned charges stop being in effect. The user has an indefinite period of access to the system without need to incur additional payments on the principles regulated by the agreement between NetCRM and the Craft Chamber.
It is enough to get to know the regulations presented below. Next one should print its content, sign it and send by fax to +48 71 341 94 39. Meanwhile, the Guild has to contribute a deal transferring the precise amount to the account – Bankowość Detaliczna Multibank SA 76 1140 2017 0000 4502 0051 0034. One should also remember that the first activation period cannot be shorter than 90 days, 360 in maximum. After receiving the amount, the application is being activated for the period resulting from the value of transferred money.
Every user obtains such an information two weeks before expiring of the service period. It is a good time to fill the account anew-transferring cash to the indicated account number. After receiving the money, the time of a given licence is being prolonged. A lack of any payment during this period will result in suspending the user until the next account supplying. But if the Guild sends us a letter of resigning from the service or the account is inactive longer than one year, the data will be copied into the CD, sent to the Guild’s address, and on the server all the records will be irretrievably removed. Such a Guild may activate a new account at anytime signing the regulations anew and sending it to the indicated fax number.
